Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new 28-point plan for achieving ceasefire appeared – briefly – to have been defused. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of opposing developments captured the harsh reality of the current period. By day, diplomatic battles are waged: hopeful statements are released from different nations. Immense energy is devoted on managing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the key method for achieving "resolution".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor rocket firings from Russian territory, a capability provided through up-to-date information. From vantage locations, military aircraft that had been deployed to engage hostile aerial threats roared overhead – advanced fighter aircraft delivered to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely delivered by partner states. Every firing jolts you unexpectedly, causing tremors. The brief panic quickly transforms into sober acceptance: perhaps the approaching threat won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.
Ongoing Risks
Soon after, a automatic firearm engaged a drone in the vicinity, part of a defensive team – almost certainly Western-made equipment. Regrettably, the bullets missed the enemy aircraft – it pressed on overhead toward its objective.
Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and infrastructure problems in multiple buildings as a result of the night's assault. As always, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on international aid – a dependence that European nations are clearly incapable to replace in the immediate future.
Failed Diplomacy
The detailed framework from Washington generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new approach from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually secure success. This trend will, undoubtedly, persist.
Strategic Calculations
It is convenient to criticize specific actors of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a principle understood by experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The American government assumes that it is unrealistic to force Russia to surrender the land that it already controls in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, American administration does nothing to discourage Russia, through words or deeds, from assuming that the status quo will not shift further in its favour in the coming year.
Divergent Views
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their motivation to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing civilians and areas but avoiding a total frontline collapse until conditions improve in its favour.
Present Conditions
Objectively, there are no actual prerequisites for a ceasefire. Now, individual motivations are coming into play: political desires to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any plan Kyiv finds unacceptable, so that their attention does not move to homefront challenges. And although their mission will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.
These opposing factors are guiding negotiations.
Assessment and Future
It took a mere seven days to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, latest revelations, all did their job.
While new proposals based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, mainly require ongoing international assistance.
